Iforecast with problems

I have installed windows seven .
When I run and Iforecast.exe ,returns a Microsoft.Net Framework error.
I release from microsoft website, and I can not install Microsoft.Net Framework ,because windows seven reports that "M.Net.framework" 3.5.1 comes default with the operating system.
Sorry for my very bad English.

tried windows update? If there are problems with your framework try downloading it not from microsoft but from other sources. (there are plenty of german sites that offer the latest version for download. Don't know 'bout your language)
